Don Williams is a senior-level financial manager with extensive hands-on experience in business administration, consulting, leadership, working with shareholders and executives, and government officials. His proven ability for improving operational performance, maximizing profitability, minimizing risk, and growing enterprise value through project management, negotiating, and execution of project completion has made him a leading force in the industry.
In 2007, Don managed a $57 million revenue increase in sales for work directly with the Homeland Security Agency providing contracting services for 100 miles of securing fencing along the United States and Mexico border. His responsibilities included contract management and on-site execution of service, including supply chain management consisting of manufacturing, scheduling, transportation, and execution of project design requirements; completion of most strenuous part of contracting requiring the securing of 37 miles of border in 90 days.
More Recently, Don along with his daughter Brandy started Weatherspoon & Williams LLC after his steel
manufacturing facility industries were bought out. WWLLC has grown into a major minority general
contractor supplier. This has been done with the firm and purposeful leadership of Don Williams.
With leadership and experience, the organization has implemented many new business strategies and
processes.
In 2017-2019, Don attended the Georgia Power Mentoring program for Diversity and Inclusion and
participating in the University of Pittsburgh Entrepreneurial Fellows program. His participation refreshed
many of the company’s proven procedures resulting in a huge increase in WWLLC revenue, and a profit
market increase of about 15%.
Donald holds a B.A. from Juanita College in Huntingdon, Pennsylvania.

Brandy Weatherspoon holds a Master’s Degree in Professional Counseling (Psychology) from Carlow University and a Bachelor’s Degree in Criminal Justice / Sociology (Psychology) from Lock Haven University of Pennsylvania.
Brandy oversees the consulting, training and wellness divisions of WWLLC. She also oversees the Procurement division’s Brandy also Human Resource activities.
Brandy also holds several certifications in the state of Pennsylvania in Evidence-Based Practices, Clinical Supervisions, and Human Service Testing.
Brandy continues to develop her established skills and knowledge in Evaluations, Assessments of Program Operation, Corporations, and Systems.
Among Brandy’s accomplishments, she developed clinical curricula for Donegal Center for Adolescent Females, developed and implemented Adolescent Intensive Outpatient Program, Employee Initiatives Programs, and Organizations of teams.
Brandy’s leadership and assertiveness as an effective communicator, provided strong time management abilities as well as promoting positive behaviors within the organizations.
Her strong Clinical skills and Professional Team Development has made her one of the leading models in the industry.

Angel Williams
WWLLC ControllerAngel Williams has worked with WWLLC for the past two years. She trained closely with our accountant
Listwak, Finke & Associates. She has become proficient in top level QuickBooks along with bringing her
lifelong experiences in management to WWLLC. Angel along with the younger team is part of the
succession plan, and provides financial stability, and credibility to our organization.

Maggie L Phillips
Executive Assistant/Project Manager/Bid CoordinatorMaggie Phillips joined the WWLLC team in 2017 and has since obtained her Bachelor’s degree in Criminal Justice (law and justice) from California University of PA and completed the Turner Construction School of construction management classes. Maggie plays dual roles as WWLLC’s Executive Administrative Assistant and Office Manager. Her responsibilities include, but not limited to, research of all possible heavy highway bids (sign structures, steel poles, steel bridges etc.), project coordination, and any assistance to the CEO. She has become proficient in the heavy highway business and is known for her professionalism, assertiveness and her get-it-done attitude.

Tracy Sprinkle
Manager of SalesTracy holds a Bachelor’s degree in Consumer & Family Financial Services from The Ohio State University. During his tenure, Tracy was a valued member of The Ohio State Football team from 2013-2017, earning Team Captain honors in the 2017 season. Tracy has been with WWLLC since September of 2018 and his focus is to enhance the current relationships that WWLLC has already established in Pennsylvania, while expanding WWLLC’s brand horizontally into the Ohio market. Tracy’s athletic background helps him bring added value to the company by providing energy, persistence, and accountability. Currently, Tracy is pursuing his dreams as a professional football player in the XFL with the DC Defenders. While he is away, we will continue to share and support Tracy’s endeavors and journey as he stays connected to WWLLC.

Karthage Harris
Project Manager OhioKarthage Harris joined WWLLC in May 2020. Over the past 10 years, he has worked successfully within a team dynamic and has experience managing personnel at various small businesses in Pittsburgh. Karthage brings strong communication skills, enthusiasm, and creativity, which are beneficial to our team. Karthage is excited to utilize his skills while pursuing his new career in Project Management.
